In 1988, the council on Postsecondary Education, Morehead State University, Jefferson County Schools, and the Kentucky Department of Education joined together to establish a program in minority teacher education.

The purpose of the MTEP is to identify, recruit, admit, and graduate minority students in teacher education programs.  With the ultimate goal that they would be employed to teach in the Jefferson and Fayette County school districts and MSU's service region.
